Procurement Methods or Solicitation Categories
The Town of Flower Mound follows the general rules and procedures of the Texas Local Government Code 252 and the Town’s Purchasing Policy below:

  • Purchases $3,000 and Under – No competitive quotes required
  • Purchases between $3,000 to $50,000 – Requires three (3) competitive official quotes
  • Purchases over $50,000 – Requires an awarded formal sealed bid through the Competitive Bid process (unless otherwise specified by law).
Procurements Less Than $3,000 
Departments have the authority to procure goods and services based on a single quote or using their Town P-Card for local purchases, authorized by their supervisor.

Procurements Over $3,000 & Less Than $50,000
Written quotes and compliance with State of Texas Historically Underutilized Business (HUB) laws are required, unless the procurement is otherwise exempted as defined in Chapter 252, Section 252.022 of the Texas Local Government Code. For procurements that fall within this dollar threshold, the end users have the option to either obtain quotes on their own, or request that Purchasing solicit quotes through Ionwave. The Purchasing Office has the sole authority to issue a purchase order on behalf of the Town for the procurement of goods or services within this dollar threshold. If a written contract with signature is required, Town Manager approval is required for amounts less than $15,000 and Town Council approval is required for amounts in excess of $15,000.

Procurements in Excess of $50,000
Unless otherwise exempted from competitive bid laws as defined in Chapter 252 of the Texas Local Government Code, the Town will conduct a formal procurement process in order to obtain goods or services in excess of $50,000. Formal procurement processes are solicited through Ionwave. The Purchasing Office has the sole authority to issue a purchase order on behalf of the Town for the procurement of goods or services in excess of $3,000. Town Council approval is required for all procurements in excess of $50,000.
