The Town held several discussions on development fees beginning in June 2019, and the history of that discussion is provided below.
The Town updated development and permit fees to reflect 100% cost recovery of fees typically associated with new construction. The Town will continue to subsidize development and permit fees typically associated with existing commercial and residential construction. Examples include, but are not limited to, the following:
- Reroof permits
- Water heater permits
- Window and door permits
- Accessory structures
- Remodels and additions
- Remodel permits
- Water heater replacement
- HVAC replacement
Fee Discussion History:
On June 21, 2019, the Town Council reviewed the Town’s development fee structure during their Strategic Planning Session (SPS). After review, staff was directed to perform a benchmark city fee survey (2019 SPS Summary) to bring back for discussion.
On September 16, 2019, the Town Council considered approval of a professional services agreement (PSA) with Matrix Consulting Group, Inc. (Matrix) to conduct an assessment of the Town’s development review process. As part of that discussion, staff was asked to request a development fee study quote from the consultant to analyze the Town’s development fees against the actual costs to process development applications and permits.
On June 19, 2020, staff presented the benchmark fee survey requested from the prior SPS, along with identifying several proposed fees to address plan review and inspection services the Town was then providing at no cost. Council directed staff to implement those changes as a “phase 1” update of the Town’s development fees. Council also directed staff to move forward on the overall fee study (2020 SPS Summary).
On September 21, 2020, funding for a fee study was approved as a decision package for the Town’s FY 2020-2021 budget.
On November 2, 2020, a PSA with Matrix was approved to conduct a user fee study.
On February 1, 2021, the phase 1 updates of the Town’s development fees were approved by Town Council.
On December 16, 2021, the Development Fee Study was presented to Town Council during a work session. The fee study analyzed the Town’s current development fees and performed a total cost analysis to assist the Town in setting fees based on the cost of providing such services.
At the work session, Council directed staff to make the following changes:
- Adjust fees to recover 100% of Town development and permit costs associated with new construction.
- Continue to subsidize Town development and permit costs associated with existing commercial and residential customers.
- Adjust any fees where the Town is currently recovering more than 100% of the costs.
On January 3, 2022, the Town Council approved amendments to the building permit fees where the results of the Matrix study showed the Town is over-recovering costs.
On June 16, 2022, the Town Council reviewed revised cost recovery estimates based on the direction received during the December 16, 2021, work session. The Town Council confirmed their direction from the December 16, 2021, work session.
