Drainage and Right-of-Way

The mission of the Drainage and Right-of-Way team is to provide storm water control to the Town through the maintenance of drainage-ways. The Drainage and Right-of-Way division is responsible for the operation and maintenance of public drainage systems and right-of-ways within Flower Mound, with the exception of those within dedicated private or Homeowner Association-maintained drainage easements, or under the jurisdiction of the Corp of Engineers or the Texas Department of Transportation. Responsibilities also include the cooperative administration of the Storm Water Management Program and the Debris Management Plan.

Storm System Maintenance

Storm system maintenance includes the inspections, routine maintenance and post-damage repairs of inlets, collection basins, outfall structures, storm pipe, junction boxes and manhole, with the overall intent of the system maintaining its intended flow capacity. Drainage & R.O.W. performs maintenance of the public storm system, with the exception of those within dedicated private or Homeowner Association-maintained drainage easements, or under the jurisdiction of the Corp of Engineers or the Texas Department of Transportation.  For more information on storm system maintenance, please contact Drainage & R.O.W. at 972.874.6400.

Swale / (Bar) Ditch Re-grading (Culverts)

In rural areas of Flower Mound, roadway drainage is provided with swales, ditches and culverts.  Drainage and R.O.W. maintains the swales and ditches by re-grading and re-defining the flow line of the swales to provide for positive grade, with the overall intent of the system maintaining its intended flow capacity. One of the most common challenges in maintaining surface drainage through swales and ditches is the lack of a positive grade, due to either the original topography of the area and/or the development of the area prior to the Town’s current standards.  For more information on swale or ditch re-grading, please contact Drainage & R.O.W. at 972. 874.6400.

Creeks/Channels

In an effort to minimize sedimentation within the creeks and channels within Flower Mound, Drainage and R.O.W. limits its maintenance through small-scale treatments, typically in the form of erosion protection at locations posing immediate threats to structures. The minimalistic approach to creek and channel maintenance also serves to preserve the environment and improve water quality in accordance with the Clean Water Act 33 U.S.C. §1251 et seq. (1972) and the Flower Mound’s Stormwater Management Program, as required pursuant to the Texas Pollutant Discharge Elimination System Phase II MS4 General Permit TXR04000.  For more information regarding the Clean Water Act, please visit:  http://www.epa.gov/lawsregs/laws/cwa.html. Tree Trimming

Flower Mound residents, or their lessees, are required to reasonably maintain the landscaping of their property, including pruning, trimming, watering and other requirements necessary to create an attractive appearance. Drainage and R.O.W. performs tree trimming along rural sections of paved roadways, adjacent to undeveloped and uninhabited properties. Tree trimming is typically performed once annually, during the off season, from October through March.  For information on tree trimming, please contact Drainage & R.O.W. at 972.874.6400.

Right-of-Way Mowing

Flower Mound residents, are required to maintain the landscaping of their property and adjacent parkway, including pruning, trimming, watering and other requirements necessary to create an attractive appearance. Flower Mound Park Services administers an annual landscape contract for the mowing and maintenance of major arterials and collectors. Drainage and R.O.W. performs right-of-way mowing along rural sections of paved roadways, adjacent to undeveloped and uninhabited properties. Right-of-way mowing performed by Drainage and R.O.W. is typically performed every 4-6 weeks during the months of April through October. Street Sweeping

The Town’s street sweeping program consists of the quarterly sweeping of major arterials, greenway urban arterials, greenway rural arterials, and urban minor arterials. The street sweeping program also serves as Best Management Practice within the Pollution Prevention/Good Housekeeping Minimum Control Measure pursuant to the Texas Pollutant Discharge Elimination System Phase II MS4 General Permit TXR4000. In April 2010, the Town Council approved Resolution No. 07-10, which provides Homeowner Associations an opportunity to voluntarily participate in the Town’s annual street sweeping agreement at their own expense. Drainage and R.O.W. administers the annual street sweeping services agreement for the Town and participating Homeowner Associations. Storm Water Management Program

The Federal Stormwater Phase II Final Rule requires all Municipal Separate Storm Sewer Systems (MS4’s), which includes Flower Mound, to apply for a Nation Pollutant Discharge Elimination System (NPDES) permit to address stormwater runoff, by means of a stormwater management program.  Operators of regulated MS4s are required to design their stormwater program to reduce the discharge of pollutants to the “maximum extent practicable’, to protect water quality; and to satisfy the appropriate water quality requirements of the Clean Water Act. The Phase II Rule defines a small MS4 stormwater management program as a program comprising six elements that, when implemented in concert, are expected to result in significant reductions of pollutants discharged into receiving water bodies.   The six elements include:

Erosion Control

Erosion control is the practice of preventing or controlling wind or water erosion in agriculture, land development, and construction. Effective erosion controls are important techniques in preventing water pollution and soil loss. Erosion controls are used in natural areas, agricultural settings or urban environments. In urban areas erosion controls are often part of stormwater runoff management programs required by local governments. The controls often involve the creation of a physical barrier, such as vegetation or rock, to absorb some of the energy of the wind or water that is causing the erosion. On construction sites they are often implemented in conjunction with sediment controls such as sediment basins and silt fences.

Debris Management Program

As a function of the Town’s Emergency Management Plan, Public Works, including Drainage & R.O.W, oversees the restoration of key facilities and systems and debris removal following a disaster. In the aftermath of an emergency situation, the Public Information staff should provide the public detail information on debris removal and disposal plans and procedures. Emergency Response

Public Works, including Drainage and R.O.W., serves as first responders in the early stages of an incident, and provide immediate support services during prevention, response, and recovery operations, as defined in section two of the Homeland Security Act of 2002 (6 U.S.C. 101).
