COPPs Program/Homeland Security

The community orientated policing program (Community Orientated Policing Partners or COPPs) implemented in 2000 has been a success due the partnership between you, the citizens and the Police Department. The program adheres to the basic key philosophy of having beat officers whose main focus is to provide police service to a particular geographic area in the Town.

(See beat map for officer contact information) However, the program has evolved and further developed due largely to the enhanced community communication and in response to Homeland Security. So that we may serve our community, the following programs and changes have been developed:

  • Implemented a program to more efficiently meet the needs of traffic concerns, TEAM – Traffic Enforcement and Accident Management.
  • Restructured our Beat Problem Management procedure.
  • Managed an anonymous Crime Tip line 972.874.3307.
  • Developed a Crime Prevention line 972.874.3357. Used to arrange crime prevention and neighborhood watch programs as well as customized programs.
  • Operated a Junior Police Academy to reach out to the youth of Flower Mound.
  • Organized a Citizen Police Academy to give residents an understanding of police procedures.
  • Created a Chaplain Corp to provide counseling to citizens and Town personnel after stressful incidents and to assist with delivering death notifications.
  • Developed and managed strategic plans for disseminating information and implemented preparedness plans to include target harding.

These program enhancements and changes will further improve the relationship between you, the citizens of the Town of Flower Mound and the police officers that serve you. Finally, in the wake of these continuing changes to our operations, we promise not to lose sight of the basic fundamentals of the COPPs program and will continue working to maintain a tough stance on crime, remaining proactive in our endeavors to prevent criminal and/or harmful activity.

TEAM - Flower Mound Traffic Enforcement and Accident Management Program

In a proactive effort to prevent accidents on Flower Mound roads and to make our streets safer for all residents, the Flower Mound Police Department’s Traffic Enforcement and Accident Management (TEAM) program continually reviews accident data and identifies areas with statistically high accident records. Flower Mound police officers stringently enforce traffic violations in these areas. Warning signs will be placed at TEAM locations, with the exception of TxDOT thoroughfares, to inform drivers of the area's designation. Throughout the intensive enforcement program, traffic data will continually be evaluated to determine areas in need of zero-tolerance enforcement.

  • 5500 to 6000 blocks of Long Prairie Road
  • 2000 to 5000 blocks of Cross Timbers Road
  • 2600 to 3800 blocks of Flower Mound Road
  • Morriss Road (from 1171 to 407)
  • 2300 to 3800 blocks of Dixon Road

 

FATE - Flower Mound Alcohol and Tobacco Enforcement

The Flower Mound Alcohol and Tobacco Enforcement (FATE) program is designed to eliminate or substantially reduce the illegal sale of alcohol and tobacco products to minors, whose possession of these substances is prohibited by State Law. A joint venture between the FMPD and local retailers, FATE is enthusiastically endorsed by the Flower Mound Chamber of Commerce, the Lewisville Independent School District, Mothers Against Drunk Driving and the Town of Flower Mound.

Program criteria include the following commitments from the retailer (manager or owner) who sells these products:

  • To do everything within their power and authority to prevent the illegal sale of alcohol and tobacco products to minors.
  • To agree to report any attempt of the illegal purchase of these products as soon as reasonably possible.
  • To properly train, supervise and monitor your employees and take disciplinary action against any employee violating applicable state laws.

Participants receive:

  • Complimentary on-site training for owners, managers and employees of the FATE program participants upon request. In addition to information on state and local regulations governing the sale of alcohol and tobacco products, the courses clearly defines the legal consequences of violating those laws.
