Introduction
The Master Plan Update
The Master Plan is a document that
sets the framework for the physical development of the Town over
a 20-year period. The plan includes
sections devoted to land use, parks, trails, open space, roadways,
water, wastewater, and economic development. The importance of the
Master Plan is such that the Town Charter requires a super-majority
vote to implement changes.
The Master Plan is also an important
policy tool that sets a vision for the orderly growth and development
of the Town and provides the
framework for many of Flower Mound’s governing policies, specifically
the zoning regulations. The zoning regulations provide the method
of implementing the Master Plan by prescribing the use, density,
and development standards for each parcel of land.
The Master
Plan was adopted in 2001 and is currently being updated.
The proposal
is not to rewrite the plan, but
to update it to reflect the community’s current needs and issues.
As with previous amendments to the Master Plan, the process will
incorporate community involvement and input. A Steering Committee
of citizens will be appointed to guide the update and ensure that
proposed changes reflect the community’s vision.
Scheduled to
take up to 18 months, the update process will include stakeholder
and community meetings hosted by the Steering Committee,
public hearings before the Planning and Zoning Commission and the
Town Council, and a formal adoption. Informational bulletins will
be provided to the community during the process through the local
media, the Inside Flower Mound newsletter, FMTV, and this Web page.
