Pursuant to Section 6.10 of Chapter 3 of the Code of Ordinances of the Town of Flower Mound, Texas, notice is hereby given that following a public hearing conducted July 16, 2001, at 6:30 p.m. at the Flower Mound Town Hall, 2121 Cross Timbers Road/FM 1171, Flower Mound, Texas, the Town Council of the Town of Flower Mound determined that the property located at Lot 5, Block G of North Lake Highlands, Flower Mound, Texas, is public nuisances as defined by Section 8.00 Chapter 7 and Section 1.00 Chapter 6 of the Code of Ordinances of the Town of Flower Mound, Texas. Such determination was based upon a finding that conditions exist to such an extent as to render the property a public nuisance under the provisions of said Section 8.00 of Chapter 7 and Section 1.00 of Chapter 6.00 of the Code of Ordinances of the Town of Flower Mound.

Then you need to check out Cafe Libre, back by popular demand at the Flower Mound Library on Tuesday, July 24 from 7 p.m. to 8:30 p.m. Cafe Libre is a coffeehouse/poetry open-mike night for high-school students. Come and read your original poetry, share a favorite poem by a published author, or just listen. Free Starbucks coffee, sodas and cookies will be served. Absolutely no one over 21 will be admitted.

| No Child Programs at the Library During August | |

There will be no preschool storytimes or other children's programs at the Flower Mound Library during the month of August. Storytime resumes Tuesday, September 4. Due to the overwhelming popularity of Toddertime, a second program will be added on Wednesdays and Thursdays at 11 a.m., beginning Wednesday September 5. A monthly calendar of events, including themes for each week's Storytime and Toddlertime programs is available in the library.

| Stage Two Water Conservation Measures | |
| Due to the dry conditions, high temperatures and resulting consumption demands being placed on Flower Mound's water system, the Town is implementing Stage Two Water Conservation Measures to ensure a continued ability to provide both adequate water service and fire protection to residents and businesses.
Recent peak demand has approached the Town's system capacity of approximately 24 MGD. Unless consumption is reduced, some areas of Town may begin to experience reduced system pressure and volume. The Town is initiating the Stage Two conservation measures to preserve the highest level of service possible for all Flower Mound Residents and businesses. According to the Stage Two Conservation Measures, effective Friday, July 20, landscape irrigation for residences, HOAs and commercial properties located east of FM 2499 will be allowed on even numbered calendar days and landscape irrigation for residences, HOAs and commercial properties located west of FM 2499 will be allowed on odd numbered days. Outside water use is restricted for all users, commercial and residential, between the hours of 8:00 a.m. and 6:00 p.m. daily, as up to 60 percent of the water used during these hours may be lost to evaporation. Watering or irrigating during the heat of the day may be detrimental to lawns and landscaping, as the water generally does not soak into the ground, resulting in a more shallow and less healthy root system. Water applied during the heat of the day may also magnify the sun's heat and result in a burned or brown appearance. Violation of the Stage Two measures may result in the disconnection of water service and/or issuance of a misdemeanor citation, which upon conviction carries a maximum penalty of $2,000 per violation. If the Stage Two conservation methods do not achieve the necessary reduction in consumption and average daily water demand reaches one hundred percent of deliverable capacity for two consecutive days, the Town will consider Stage Three measures. Residents who would like an introduction into the World Wide Web can register for two programs offered on July 13 and July 20 at the Flower Mound Public Library, 3030 Broadmoor Lane. The classes will run between 9:30 a.m. and 11 a.m. on both days and are limited to five students per class. Call 972.874.6165 to register today. The classes will teach students how to get connected and start surfing the information-rich world of the Internet. | FM New Police Car Wins National Award |
| When the Flower Mound Police Department talks about the new look for their cars, they can now refer to the "award-winning" design.
The redesigned FMPD squad car was recently awarded second place in the "2001 International Best Police Vehicle Design Competition", sponsored by Law and Order magazine and the 3M Company. A photograph of the winning design will be featured in the July issue of Law and Order. The Flower Mound Police Department will be awarded a $200 cash prize and a specially inscribed plaque. The money will be donated to the Denton County Children's Advocacy Center. The new look was the result of a FMPD design committee, which presented eight concepts that were displayed in the police department and voted on by the department staff. This is the second award the car has won since being unveiled in January. Officer Lake's specially equipped K-9 vehicle won first place in the U.S. Police Canine Association's national competition for its functionality and design. The new look also saves taxpayer money. The previous two-tone paint job cost up to $800 per car and $200 for decals. The new design saves the Town up to $700 per car and reduces the cost of transitioning the car for other uses following its life as a police vehicle. |

| FM Improves Bond Rating, Saves Taxpayers Money |
| Standard & Poor's (S & P), an independent bond rating service, has upgraded the Town's Water and Sewer System Revenue Bonds rating from an A to an A+. According to S & P, the change reflects Flower Mound's increasing financial stability, continued growth and healthy revenue projections to repay the bondholders.
The improved bond rating and current market conditions will result in reduced interest costs of about $54,000 per year or $1,085,000 over the 20-year life of the bond. The reduced interest costs are due to a decrease in the interest rates that were assigned to the bonds. The true interest cost was projected to be 5.35 percent, however the bond sold to Coastal Securities at 4 .97 percent. The improved bond rating illustrates Flower Mound's ability to effectively manage growth over the long term said David Medanich, of First Southwest Company, the Town's Financial Advisor. This is the fifth time in four years that Flower Mound has received an upgrade on its bond rating. The Town was upgraded from an A to an A+ for the $16 million in outstanding Water and Sewer System Revenue debt, and was assigned an A+ for the $22.2 million in Water and Sewer System Revenue Bonds that were issued on June 18. "The bottom line is that it translates into lower interests rate for Flower Mound," said Harlan Jefferson, Flower Mound's Deputy Town Manager/CFO. "Lower interest rates mean the Town, and ultimately the ratepayers, save money in the long run." Moody's cited the Town's "conservative approach to budgeting" and it annual review of utility rates in assigning the rating. |

| FMPD Launches Project Childsafe |
| The Flower Mound Police Department launched Project Childsafe, a statewide firearms safety and free gun lock program Monday at the Flower Mound Police and Court Building, 4150 Kirkpatrick Lane.
The FMPD will be distributing free gun safety kits and 2000 cable-style gun lock devices between 7 a.m. and 5:30 p.m. to any member of the Flower Mound community that requests them. The distribution will be limited to two gun locks per resident for the first two weeks of the program. If there are any remaining following the initial release, residents who have already received two gun locks may request more from the police department. The device works like a bicycle cable lock and is threaded through the firearm’s action, rendering the firearm inoperable. The locks can be used on most types of firearms, including handguns, rifles and shotguns. "I am pleased that the Flower Mound Police Department is participating in a program that promotes the safe handling of firearms and will help prevent accidental injuries," Flower Mound Police Chief Kenneth Brooker said. "I hope residents will take advantage of this opportunity to make their home safer." Project Childsafe is funded through a grant from the Criminal Justice Division of the Governor’s Office and will distribute 750,000 gun lock safety kits to law enforcement agencies throughout the state during the next 12 months. | Timber Valley Water Line Project |
| Beginning July 3, the Town will be installing an eight-inch water line in the Timber Valley area. The streets that will be affected by this construction include: Woodcreek Drive, Woodcreek Circle, Summer Trail, Fairfield Lane, Edgefield Trail, Hillside Trail and Timber Valley Circle. Construction will not occur on July 4 or September 3 (Labor Day).
Residents in the area are asked to move all vehicles out of the street between 7 a.m. and 7 p.m. Monday through Friday and 9 a.m. to 5 p.m. on Saturday for the duration of the project. The streets in the area will be closed to thru traffic during work hours. The water line is scheduled for completion by October, 2001.
