The Town of Flower Mound is aware of a number of companies that offer water and sewer service line warranty programs. At least one of these companies, American Water Resources of Texas, contacted the Town and indicated that they plan to send letters to all Flower Mound homeowners notifying them of their responsibilities regarding service line maintenance and repairs, while offering their warranty services for a fee. The warranty programs are much like insurance: for a fee, the company will cover certain qualified repairs for the service lines. Service lines constitute only a portion of private plumbing systems. Service lines are neither owned nor maintained by the Town of Flower Mound. The homeowner is responsible for maintenance and any repair of damage or failure in the service lines. Customer responsibility for water service lines begins at the customer side of the water meter. Customer responsibility for sewer service lines begins at the property line. The Town of Flower Mound is not endorsing any of these companies because the service line is considered private plumbing. The Town recommends that residents, prior to considering a service line warranty program, conduct their own due diligence to learn what is and is not covered and what exceptions apply.
