A proposed new contract to provide enhanced solid waste and recycling services to Flower Mound residents could provide increased environmental benefits, reduced rates, and enhanced services levels. The Flower Mound Town Council will review the proposed new contract with Waste Management of Texas, Inc. during the Town Council meeting scheduled for Monday, May 2. The current contract with Republic Services/Allied Waste Services will expire on September 30. Requests for solid waste and recycling services proposals were solicited in 2011, and four responses were received. An evaluation committee ranked Waste Management of Texas, Inc. highest of all respondents in the areas of cost, ability to provide high-quality service, prior experience in the industry, and innovation.
Of particular note in Waste Management’s “Greening” proposal, were benefits to the Town, the residents, and local businesses in the form of $1.1 million in annual savings and additional revenue. If approved, this proposal will provide an approximate $2.50, or 23 percent, reduction in monthly residential rates and a 17 percent reduction in most commercial accounts. Residents and businesses will retain their current service day. In addition, the “Greening Proposal” includes weekly, semi-automated waste collection utilizing 95-gallon polycarts; weekly, single-stream, semi-automated recycling collection utilizing 95-gallon polycarts; weekly bulk/brush pick-up; on-call household hazardous and electronic waste services; and landfill access at a reduced rate.
The contract also provides for ten solar-powered compactors for Town parks, a $5,000 annual contribution to Keep Flower Mound Beautiful, an annual $75,000 contribution to support the Town’s Customer Relations Program, and complimentary service at Town facilities, including twenty 30-yard roll-off containers for clean-up events. The contract will be considered in a first reading on Monday, and on final reading at the May 16 Town Council meeting. If approved, the new service will begin October 1.
