Russian Police Major Visits Flower Mound
As part of a law enforcement exchange program, the Flower Mound Police Department will welcome distinguished Russian law enforcement official, Chief Inspector Tatyana Barsykova on Friday, September 8.

From the UVD, City Police of Irkutsk, Barsykova will visit the Flower Mound Police Department to learn about the day-to-day operation of a law enforcement agency with a community policing approach. Barsykova will also ride with a Flower Mound Police officer for an eight-hour shift to learn more about how the Flower Mound police force operates.

The visit is sponsored by Project Harmony, a non-profit professional training and exchange organization based in Vermont, with offices in Russia, Ukraine and the Republic of Georgia. Barsykova's visit is Phase II of the law enforcement exchange program. Earlier this summer, an American police delegation visited Irkutsk for a two-week policing program.

While in the Dallas area, Barsykova will examine community policing and domestic violence response at the Dallas Police Department and the Flower Mound Police Department, tour the Dallas Police Academy and visit the United States Marshal's Office.

Chief Inspector Barsykova, her interpreter Denis Psurkan and her host, United States Marshall Jeffrey Popejoy of Dallas will be arriving at the Flower Mound Police Department at 3 p.m. on September 8.

FM Hires New Director of Library Services
The combination of an impressive new building and rousing public support hooked Sue Compton. The new Director of Library Services said that after just one trip to the new 25,000 square-foot facility, she started thinking about making a change.

"I came over to look at the building and the just fell in love with the building," Ms. Compton said. "At the grand opening I was very impressed with the public support."

The public support that drew Ms. Compton to Flower Mound continued on Thursday, August 17. Town employees and the public welcomed Ms. Compton at the Friends of the Flower Mound Public Library reception held in her honor.

Ms. Compton brings 15-years of service to the job. After starting out as the Public Services Librarian at the McKinney Public Library, she left the growing northeastern suburb after serving as the Library Director for the last ten years.

Ms. Compton replaces Gloria Frye, who retired from the position February 28 after a six-year tenure in Flower Mound. Ms. Frye led the Flower Mound Public Library from 1994 until the new library's grand opening. Ms. Compton said she is looking forward to stepping-up to the challenge of making the most of the new facility.

"The challenge is to make to most of the building by expanding services and the number of books," Ms. Compton said. "Taking advantage of the new building will be a big change."

Flower Mound Hires Urban Forester
In a move reaffirming the Town's commitment to tree preservation, Flower Mound is proud to announce the hiring of new Urban Forester Kevin Charles.

Mr. Charles will play an integral role in educating the public about the town's tree preservation ordinance. He will also work closely with developers to ensure that the tree ordinance is followed and trees are saved during the construction process. Furthermore, Mr. Charles' duties will include developing programs for the general public, conducting a comprehensive community tree survey and tree care in all town parks and greenspaces. Bart Stevenson, Executive Director of Community Services, said Mr. Charles would be working with developers in a project's planning stages to ensure that they comply with the tree preservation law.

"He will work with the Development Review Committee on the front-end, prior to the approval of a development to help save as many trees as possible," Mr. Stevenson said.

The new position is partially funded by a $20,000 grant the Town received through the Texas Forest Service - Urban Forestry Partnership Grant Program. Town officials applied for the grant in June and received word on August 8 the grant was approved.

Mr. Charles is leaving his position as an Urban Forester for the Louisiana State Department of Forestry and Agriculture to join the Flower Mound team on September 5. He received his Bachelor's degree in Urban Forestry from Southern University and later earned his Master's from Grambling University. In addition to his experience with the State of Louisiana, he served as a forestry intern with the US Forest Service. Mr. Charles said that he is excited about working for a town with a progressive tree ordinance. Living in the Flower Mound area also will provide him with good educational opportunities for his family, he said.

The Town of Flower Mound is committed to preserving the unique asset that currently exists in the form of our urban forest. To this end, Flower Mound has worked hard to qualify as a Tree City USA for six consecutive years and has been aggressive in preserving trees from destruction by developers eager to satisfy the demand for new housing in our rural community. BFI/Trinity Labor Day Pick-up Schedule
BFI/Trinity will not pick up residential trash/recycling or brush/bulk items on Labor Day, Monday, September 4. Residential trash/recycling and brush/bulk routes will be picked up starting Tuesday, September 5, with each route scheduled a day later than the regularly scheduled pick-up day. All routes will be completed on Saturday.

Flower Mound Fall Men's Flag Football League
The Recreation and Leisure Services will begin conducting registration for the Fall Men's Flag Football League August 21 through September 1.

The eight-week, eight-on-eight league will be played on Thursdays at Gerault Park, beginning September 14. League fee is $300 per team and must be paid at time of registration at the Recreation and Leisure Services, 3925 Churchill Road.

FM Implements Stage Two Water Conservation Measures
Due to the extended drought, dry conditions, high temperatures, and the resulting record consumption demands being placed on Flower Mound's water system, the Town is implementing Stage Two Conservation Measures, effective immediately, to ensure it's continued ability to provide both adequate water service and fire protection to residents and businesses.

Recent peak demand is now equaling the Town's system capacity of approximately 24 million gallons per day. Unless consumption is reduced, it may soon exceed system capacity, resulting in the loss of system pressure and water service throughout the community.

The new Stage Two odd/even consumption measures will be based upon location, rather than address. The previous address-based system was confusing to some customers, was difficult to enforce and did not achieve the desired reductions in consumption and peak demand. Under the new location-based system, residents and businesses east of FM 2499 will be allowed to irrigate only on even calendar days, and residents and businesses west of FM 2499 will be allowed to irrigate only on odd calendar days.

Outdoor watering and/or irrigation is still prohibited between the peak demand hours of 8:00 a.m. and 5:00 p.m., seven days a week, as up to 60 percent of the water used during these hours may be lost to evaporation.

Watering or irrigating during the heat of the day may also be detrimental to lawns and landscaping, as the water generally does not soak into the ground, resulting in a more shallow and less healthy root system. Water applied during the heat of the day may also magnify the sun's heat and result in a burned or brown appearance.

The new Stage Two measures will be proactively enforced, including the use of police, fire, code enforcement, and building and construction inspection personnel, as well as utility personnel, for enforcement purposes. Failure to comply with the Stage Two measures may result in the issuance of a citation, which upon conviction carries a maximum penalty of $500 per violation.

Town personnel are also authorized to disconnect or discontinue water service to any customer who fails to comply with these measures, with such disconnected customers being charged an additional fee for the reconnection of services.

If the Stage Two conservation methods do not achieve the necessary reduction in consumption, the Town will consider Stage Three measures, which would further limit outdoor irrigation by implementation of either a three or four day watering schedule.

The FM Live Lock-in
Summer is almost over and fall is approaching, bringing with it the return of football, schoolbooks and Flower Mound Live.

The first event of the 2000-01 FM Live season will be a GameWorks Lock-in scheduled for Midnight to 6:00 a.m. on Friday, August 25, at GameWorks in Grapevine Mills Mall.

LISD and Flower Mound freshmen and sophomores will be treated to unlimited gameplay, pizza, refreshments, a DJ and door prizes for a $30 per person entry fee. The registration deadline is August 24. FM Installs Outdoor Warning Sirens
Flower Mound is currently installing 11 outdoor warning sirens. This system will increase the Town's ability to warn the public of threats to life and property including tornadoes, hazardous material incidents and other natural or technological threats.

Upon completion of construction, it will be necessary to test the system. Advanced notices will be posted on AT&T Cable Channel 15 and Flower-Mound.com, as well as advertised in local papers.

Wichita Trail Paving Improvements
Beginning Monday, August 14, 2000, Cardinal Drive from Rocky Point Road to Wichita Trail will be closed for construction. This work is part of the Wichita Trail Paving Improvements project involving repaving Cardinal and Wichita Trail from Rocky Point Road to Skillern. The Cardinal Drive road closure is expected to last until December 1, 2000. Residents should use Scenic and Shiloh as alternate routes to detour the roadway construction project.

FM Receives $20,000 Grant from Texas Forest Service
In recognition of the Town's commitment to preserving the unique natural landscape and country atmosphere, the Texas Forest Service awarded Flower Mound a $20,000 grant on Monday through the Urban Forestry Partnership Grant Program.

The grant funds will be expended to pay for a portion of the salary and supplies for a newly created Urban Forester position. This position will carry the responsibility of promoting urban forestry issues in the community including the care and planting of trees in parks and medians, conducting a comprehensive community tree survey, tree code and ordinance enforcement and the provision of educational opportunities for residents in cooperation with the Flower Mound Tree Board.

EPA Honors FM with Special Recognition Award
The U.S. Environmental Protection Agency recently honored Flower Mound with a Special Recognition Award for the Town's efforts to responsibly manage growth, while protecting the environment.

In a letter addressed to citizens and elected officials, William Hathaway, EPA Division Director, thanked Flower Mound for their "outstanding contribution and commitment to livable communities through the SMARTGrowth Management Plan." In addition, the EPA commended the unique open space component of the Comprehensive Master Plan, which the Town Council recently adopted. By including open space, conservation easements, wetlands, scenic vistas, greenways, aesthetics and habitat as part of the development performance criteria, the Open Space Plan will further protect the quality of life for Flower Mound residents while also enhancing the environment.

"Flower Mound's effort is worthy of recognition among rapidly developing communities where recent growth has placed tremendous pressure on ecosystems and other natural resources," Bobby Hernandez, Region 6 EPA Community Planner said. "This emphasis on livability and quality of life is a leading example of how to grow while protecting the environment, and residents will reap the benefits of this foresight as the area continues to prosper."

Town Implements Ban on Burning
The Flower Mound Fire Department, in an effort to protect the public safety and welfare, is initiating a town-wide ban on all outside burning.

The ban will be in effect until weather conditions improve and sufficient rainfall amounts relieve current drought conditions. All open burning and incinerator burning shall be halted during the ban. Failure to comply with this measure could result in the issuance of a citation.
