The intersection of FM 1171 and U.S. 377 in Flower Mound will be closed until approximately 3 p.m. on Friday, May 11 due to a single vehicle accident that disrupted traffic signal services. Lane closures are scheduled to begin Tuesday, March 20 on Gerault Road and Lakeside Parkway while construction crews work on intersection improvements as part of the Morriss/Gerault road project. The Flower Mound Police Department will offer the popular Citizen Police Academy this spring for Flower Mound residents. The free, 11-week course explores the inner workings of the Police Department. Classes meet Thursdays from 7 to 9:30 p.m. and one Saturday from 9 a.m. to 11:30 a.m. beginning March 22 at the Police Department, 4150 Kirkpatrick Lane. The academy provides information and hands-on experience of law enforcement practices such as recruitment, training, narcotics, firearms, K-9, and the School Resource Officer. Residents will also learn about crime scene analysis in addition to the SWAT, Patrol, Criminal Investigation, and Traffic divisions.
The Community Activity Center (CAC) is partnering with Carter Blood Care to host a blood drive from 8 – 11 a.m. March 3, as part of the FM Fit program. The blood drive will be held in the Pecan Room of the CAC for anyone who is at least 16 years of age (16-year-olds must have written parental consent) and weighs a minimum of 110 pounds.

In January 2010 Mockingbird Pipeline, L.P., filed a condemnation lawsuit against the Town of Flower Mound for a 30-foot natural gas pipeline easement across Fire Station No. 2 property, located at FM 1171 and Shiloh Road. The Town vigorously resisted that effort and since that time, the Town and Mockingbird Pipeline have been engaged in multiple jurisdictional battles in the court system. Mockingbird Pipeline has agreed to drop its lawsuit against Flower Mound and pay the Town $55,000 to offset the Town’s legal costs in this matter.

A recently released survey indicates Flower Mound residents rank Town service levels with overwhelmingly positive performance ratings, experience a high quality of life, and view the community as an excellent or good place to live and raise children. The November 2011 survey also revealed an increase in resident satisfaction regarding the Town’s transportation and traffic flow improvements, employment opportunities, and the new solid waste and recycling program.
The Flower Mound Community Activity Center is scheduled to re-open at 1 p.m. today, after being forced to temporarily close on Friday due to an underground waterline break.
Beginning Friday, January 27, the intersection of Sagebrush Drive and Oak Meadow Drive will be closed to traffic for the paving of the intersection and concrete cure time. The alternate routes for the Meadows at Cross Timbers neighborhood are Timber Meadow and Primrose Drives. This road closure is expected to last approximately seven days.

The Flower Mound Fire Department has recently experienced a significant increase in carbon monoxide emergency calls, many associated with residents’ newly-installed roofs. It is crucial for residents who recently had their roof replaced to ensure all vents from water heaters and heating/air conditioning equipment have been properly re-connected.

A plot in the future Green Acres Farm Memorial Park, 4400 Hide-A-Way Lane, was identified as the potential site for the garden’s location in the Town’s Parks and Trails Master Plan.

With meteorologists predicting the drought affecting the Dallas/Fort Worth area will continue through next summer, North Texans have begun taking measures to protect water supplies, our most precious natural resource. In accordance with the contract between Flower Mound and Dallas Water Utilities, one of the community’s two water providers, the Town is enacting water conservation measures beginning Dec. 19, 2011.
More than 80 local businesses, community organizations, and residents recently joined bands from both high schools in celebrating the holiday season by participating in the 22nd Annual Flower Mound Christmas Parade. Christmas-themed floats, motorized vehicles, and marching groups paraded up Morriss Road to the cheers of approximately 4,500 spectators.

Flower Mound residents came together to fight Multiple Sclerosis by participating in the Town’s eighth annual Dororthy’s Dash for MS. Approximately 170 youngsters participated in the Kids K and 735 residents of all ages participated in the 5K, raising funds for the Lone Star Chapter of the Multiple Sclerosis foundation.
Residents wishing to obtain a vacation house check will need to complete and submit a vacation house check form that can be obtained in the front lobby of the police department. To be eligible for this service you must reside in a single family dwelling and be away from your residence more than three consecutive days. This service will be provided for the initial 14 days of an extended vacation.

A production fluid spill was discovered at the Cummings C gas well site at approximately 9:00 AM on 10/20/11. The spill occurred due to a failed weld in a line transporting fluids. The operator of the site, Williams Production, reported the spill to the Town of Flower Mound and the Texas Railroad Commission (TRCC), and immediately began cleanup activities.
In August, Town Council called a November 8, 2011 election for the four-year reauthorization of the Street Maintenance dedicated sales tax and the 10-year reauthorization of the Crime District and Fire District dedicated sales taxes.

A federal grand jury has returned several indictments charging 17 individuals with drug-related crimes in the Eastern District of Texas announced U.S. Attorney John M. Bales today. According to an indictment returned by a federal grand jury on Apr. 14, 2011, the following 12 defendants are alleged to have conspired to distribute more than 100 grams of heroin in the Flower Mound, Texas area.

The Flower Mound Town Council passed a resolution on April 18 reaffirming a request for a Contested Case Hearing with the Texas Commission on Environmental Quality (TCEQ) relative to the Upper Trinity Regional Water District’s (UTRWD) proposed Water Use Permit for Lake Ralph Hall. The resolution mirrors a resolution passed in 2006 requesting the contested hearing from TCEQ regarding the proposed reservoir to be located in Fannin County.
Due to ongoing improvements to the intersection of Morriss Road and FM 1171, the main driveway from FM 1171 to the Flower Mound Town Hall will be closed through approximately June 10. Access to Town Hall will continue to be available from Morriss Road or from FM1171 through the YMCA parking lot. No changes in parking are necessary as work will not encroach into the parking lot. A proposed new contract to provide enhanced solid waste and recycling services to Flower Mound residents could provide increased environmental benefits, reduced rates, and enhanced services levels. The Flower Mound Town Council will review the proposed new contract with Waste Management of Texas, Inc. during the Town Council meeting scheduled for Monday, May 2. The current contract with Republic Services/Allied Waste Services will expire on September 30. Requests for solid waste and recycling services proposals were solicited in 2011, and four responses were received. An evaluation committee ranked Waste Management of Texas, Inc. highest of all respondents in the areas of cost, ability to provide high-quality service, prior experience in the industry, and innovation.
By the close of business on April 28, 2011, the Inclusive Communities Project (ICP) of Dallas, a non-profit organization that implements affordable housing initiatives and assists developers in obtaining tax credits for low income housing projects, did not file an appeal of a recent Federal Court decision in favor of the Town of Flower Mound. In the March 29 decision, United States District Judge Michael Schneider found the Town did not violate the Fair Housing Act and that its land use and zoning practices, Master Plan, and SMARTGrowth Program are not racially discriminatory. Since no appeal was filed, the lawsuit is now concluded.

The Town of Flower Mound was recently named a Tree City USA community for the 17th year by the National Arbor Day Foundation. According to the Texas Forest Service, only 73 cities in Texas have received the designation.

The Flower Mound Police Department offers a free home inspection service that can help protect homes and provide savings on homeowner insurance premiums. Once a resident contacts the Police Department and schedules an appointment, a Flower Mound Police Officer will provide a complete security survey of the home. After all security criteria have been met, the Police Officer will then submit appropriate paperwork to the Department of Insurance, which could result in a reduction of up to 20 percent from homeowners’ insurance premiums. Flower Mound’s Mayor, Mayor Pro Tem, and Town Manager recently traveled to Austin to meet with Joe Straus, Texas Speaker of the House, Senator Chris Harris, Senator Jane Nelson and other state officials. The meetings were held while the Flower Mound delegation was visiting Austin and participating in Denton County Days, a county-wide initiative to take local issues to the state legislature.
Mayor Melissa Northern recently hosted a Denton County Mayor’s Luncheon at the North Central Texas College (NCTC) Flower Mound campus to discuss common issues and identify shared goals and objectives. Attended by Mayor Pro Tem Filidoro and representatives from numerous Denton County communities, including Denton, Shady Shores, Dish, and Copper Canyon, the luncheon featured a presentation by NCTC Instructor Karla Lynch regarding community development.
In order to strengthen its air quality monitoring program, the Town of Flower Mound began increasing ambient air testing frequency from quarterly to monthly evaluations in January. The monthly analyses test for more than 60 Volatile Organic Compounds and Tentatively Identified Compounds, including benzene. The Town also expanded the scope of the tests for the January evaluation to include reduced sulfur compounds and carbonyls, which includes formaldehyde.

The Voices Of Flower Mound is a no-audition, mixed community chorus, directed by Mary McGuyer. Flower Mound Public Library Cardholders will be able to check-out DVDs for a period of up to seven days beginning March 21. The Library is updating the DVD check-out policy from the current 21-day period to ensure increased member access to the collection of more than 7,000 DVDs. The Texas Intrastate Fire Mutual Aid System (TIFMAS) delivered a new $100,000 firefighting brush truck to the Flower Mound Fire Department on February 15. As part of a grant program administered through Texas Forest Service, the Type VI vehicles were provided to eight different fire departments. The TIFMAS grant program was created in the 2009 Legislature under Senate Bill 1011 and is maintained by Texas Forest Service. The TIFMAS grant program is a collaborative effort of the Texas Fire Chiefs Association, State Firemen's and Fire Marshal's Association, Texas State Association of Fire Fighters, Texas Commission on Fire Protection and Texas Forest Service.

The Environmental Protection Agency (EPA) recently released a draft plan, to study the potential impacts of Hydraulic Fracturing on water resources, that identifies the Town of Flower Mound as a possible study site.
Beginning Monday, January 31 at 9:00 a.m. the contractor will begin clearing the right of way as part of the Dixon Lane roadway project. The contractor will use flagmen to control traffic throughout the day. Flagging operations will begin no earlier than 9:00 a.m. and will end by 3:00 p.m. daily. Commuters should expect periodic traffic delays associated with this roadway project, which is anticipated to last approximately one year.
Flower Mound Voters approved a quarter-cent dedicated sales tax in November 2007 for the mainte nance and reconstruction of existing Town streets. Since that time, the Town Council, administration, and Infrastructure department have utilized revenue created by the dedicated sales tax and general fund monies to repair and maintain more than 30 local Flower Mound roads without requiring an increase in the ad valorem property tax rate.

The Town Council and staff are proud to unveil a new logo to celebrate the 50th anniversary of the incorporation of the Town of Flower Mound. With a vote of 105 to 1, residents approved the incorporation of the Town of Flower Mound on Feb. 25, 1961. A five-month celebration of the anniversary will launch with a Town Council reception on Thursday, February 17. Additional 50th Anniversary activities will be held the week of February 21 at a different Flower Mound facility including the Flower Mound Community Activity Center, the Flower Mound Public Library, and the Animal Adoption Center. The celebration will culminate on July 4 at the Independence Day Festival. The Flower Mound Town Council approved an ordinance on September 7 banning the sale and possession of K2. The ordinance makes the sale or possession of the restricted substance a misdemeanor punishable by fine not to exceed $500.
At the special Town Council meeting on Tuesday, September 7, 2010, a resident, Ms. Jennifer Rogers, presented the Town Council with a packet of information that purportedly showed the Town wrongfully issued a drilling permit for the Hilliard Tract, based in large part on a prior gas drilling permit issued for the Armstrong-Huggins wells in west Flower Mound in or about March 2008.
The Town has been notified by TxDOT that traffic will be moved to the completed eastbound lanes of the TxDOT FM 1171 Section 1 Project, from the FM 1171/ Huntwick intersection to the FM 1171/FM 2499 intersection, on Tuesday, Sept. 14. All traffic will be moved to the completed eastbound lanes from Huntwick to Old Settlers. Only eastbound traffic will be switch to the eastbound lanes between Old Settlers and FM 2499 with the westbound traffic continuing to use the existing westbound lanes.
A Flower Mound wastewater lift station overflowed wastewater and rainwater between 10:25 a.m. and 12:50 p.m. Wednesday, Sept. 8, after heavy rains and flooding caused a power outage that affected the Kirkpatrick Lift Station. The lift station is located at 5201 Kirkpatrick and spilled wastewater into an adjacent storm drainage channel that travels east through Lewisville, and ultimately into the Elm Fork of the Trinity River.

Flower Mound officials were notified by the media on Sunday, August 22 that the Town of Bartonville released land from its Extraterritorial Jurisdiction (ETJ) in which a natural gas compression and metering facility is proposed for construction. As a result of the Town of Bartonville's action, the property now lies within the ETJ of the Town of Flower Mound.

The Flower Mound Police Department has a new tool for patrolling the Town’s trail system and parks. The Police Department purchased a new Electric Powered Utility Vehicle or EPUV to enhance police efforts on the Town's trail system and in remote areas that are unreachable by car. The EPUV is equipped with all terrain tires that allow it to easily maneuver in parks and on trails while carrying up to four passengers.
Seniors in Motion (SIM) Auxiliary Inc., the nonprofit fundraiser for Flower Mound’s Seniors in Motion program, recently received a $5,250 startup grant from the CoServ Charitable Foundation.SIM Auxiliary will use the grant to produce brochures, build a website and purchase supplies, with the goal of raising money to support the SIM program and help furnish a senior center for Flower Mound.

The Flower Mound Town Council renewed the Town’s Curfew Ordinance on Monday, June 21, following two public hearings. According to the ordinance, children under the age of 17 cannot be out between 11 p.m. and 6 a.m. from Sunday to Thursday, or between midnight and 6 a.m. on Friday and Saturday.

The Town has recently received several inquiries about handbills and leafleting in Flower Mound. Town attorneys reviewed the matter and indicated that a ban on such handbills and leafleting would be in violation of various provisions of the United States Constitution and other pertinent legislation.
Young Flower Mound residents will enjoy exploring municipal vehicles from a variety of Town departments including Animal Control, the Fire Department, Parks and Recreation, the Police Department, and Public Works.
Based upon direction provided by the Town Council, the Town of Flower Mound contracted with an independent environmental testing agency (Kleinfelder Central, Inc.) in January to conduct ambient air sampling at several locations within the Town. Samples were collected at eight locations throughout Flower Mound. The agency released a comprehensive air study report and final data table on March 11, 2010, that outlined test results for 57 chemicals/compounds, 40 Volatile Organic and 17 Tentatively Identified, including benzene and carbon disulfide.

Crediting the placement of additional patrol officers on the streets, the creation of two new police beats, and staffing and equipment benefits made possible by the Town's dedicated crime district sales tax, the Flower Mound Police Department is reporting a five percent reduction in the overall crime rate for 2009. This is the third consecutive year the Town has experienced a percentage decrease in overall crime.
The Town recently received a summary of the air quality monitoring activity conducted in Flower Mound on January 13 by Texas Commission on Environmental Quality (TCEQ) officials. The summary details the locations and times in which monitoring occurred, the types of tests and readings, weather conditions, and equipment utilized.While additional TCEQ air quality testing is scheduled to occur in the near future, the preliminary analysis produced results indicating no detectable concentrations of volatile organic compounds (VOC - benzene, toluene, methane, etc.) at the two test locations in Flower Mound. Additionally, infrared cameras did not detect emissions from compressor engines and heater units other than those associated with normal operations.
The Texas Commission on Environmental Quality (TCEQ) conducted air sampling tests on January 13 at various gas well locations within Flower Mound. The Town contacted TCEQ and requested the tests in December. The site visits and sampling consisted of TCEQ representatives taking weather data and wind speed, using an infrared monitor to check for emissions, checking for total volatile organic compounds at the site, and placing air canisters downwind to collect samples that will be analyzed for specific compounds. The Town will continue to work with TCEQ in relation to air quality, and will provide a final report once all testing and analysis are complete. The TCEQ has indicated that a report will be available by February.
All Flower Mound Town offices, the Municipal court, the Animal Adoption Center, and the FM Public Library will be closed Jan. 18 in observance of Martin Luther King Jr's Birthday. The Community Activity Center's indoor pool will be available for open swim from 11 a.m. to 8 p.m., Allied Wastes pickup services will remain on schedule, and Police, Fire, and Emergency Medical Services will remain in operation at all times.
