A 2009 Wastewater System Master Plan Update has been completed.  It identifies and prioritizes improvements required to accommodate the projected growth of the Town of Flower Mound.  The existing and proposed components of the wastewater system were evaluated in detail and are included in the 2009 Wastewater Master Plan Update prepared by Kellogg Brown & Root, Inc. and adopted by the Town Council on May 4, 2009. The 2009 Wastewater Master Plan Update prepared by Kellogg Brown & Root, Inc. provides details about the Town’s System, and is incorporated herein by reference for all purposes allowed by law.

The primary purpose of this Master Plan Update was to evaluate the capacity of the existing collection system that serves the Long Prairie District. Based on this evaluation, recommendations have been made for capital improvements to increase the capacities of the interceptor lines, lift stations and force mains, to accommodate future flows expected from ultimate build-out conditions in the existing service area.

Three existing developments that are older cottage neighborhoods, Roanoke Hills, Franklin Hills, and Bolo Point are on septic systems with limited life spans.  Alternatives for providing wastewater service to these areas in the Cross Timbers Conservation District were developed in the 2003 Natural Wastewater Treatment System report.  Current studies recommend that wastewater service for these areas be provided in the form of local collection and pumping systems with treatment by package plant wastewater treatment. Recommendations are also made to provide service to a new sewered area, Prairie Vista District, located in western Flower Mound between US 377 and the Cross Timbers Conservation District. The Prairie Vista District will be served by the Trinity River Authority System.

Wastewater Treatment Plant

The Town owns and operates a 10 MGD (million gallons per day) wastewater treatment plant that serves the Long Prairie Development District and the Lakeside Business District of the Town.

Service Areas

Four wastewater service areas exist within the Town and are identified as Long Prairie, Lakeside Business District, Prairie Vista and Denton Creek District.

Long Prairie

This area is currently served by the existing collection system and wastewater treatment plant.  It is nearly built-out, except in the far northwestern corner along FM 2499 and FM 407. Based on the Master Plan Update, recommendations have been made for capital improvements to increase the capacities of the interceptor lines, lift stations and force mains to accommodate future flows expected from ultimate build-out conditions in the existing service area.

Lakeside Business District

This area is currently served by the existing collection system and wastewater treatment plant.  It has significant room to expand as a commercial or retail area.  Based on the Master Plan Update, the existing wastewater infrastructure is adequate to serve this area for the foreseeable future.

Denton Creek District

The Denton Creek District is located in western Flower Mound, generally between US 377 and IH-35 W, along FM 1171. This area is planned to be predominately light industrial and commercial development. With the Town’s existing wastewater treatment facility located so far from this area and the Trinity River Authority (TRA) operating a wastewater treatment facility immediately south of this newly annexed area, the Town entered into a wastewater treatment agreement with TRA and has joined TRA’s Denton Creek Regional Wastewater System. The ultimate annual average flow in the area is projected to be approximately 12 MGD.

Prairie Vista District

The Prairie Vista District, immediately east of the Denton Creek District, is comprised of developable land that is planned for Estate Density.   Based on the Master Plan Update, recommendations have been made for capital improvements to provide the interceptor lines, lift stations and force mains necessary to accommodate flows expected from ultimate build-out conditions in this service area. These projects will provide for the flow to be sent to the TRA system located in the Denton Creek District. The ultimate annual average flow in the area is projected to be approximately 6.0 MGD.
