The Master Plan underwent an update in 2006. The process did not rewrite the plan, but it revised the document to reflect the community's current needs, and the changes that have occurred in Flower Mound since the 2001 adoption.
As with previous amendments to the Master Plan, the process incorporated community involvement and input. A Steering Committee of citizens was appointed to guide the update and ensure that proposed changes reflect the community’s vision.
It is important for the Town to review this document periodically to ensure projections regarding population growth rates remain current.
A Master Plan is a statement of a community’s goals and objectives for itself now and in the future. Used as a guide to direct future growth, development, and redevelopment of a community, a Master Plan plays an important role in a community’s decision-making process. The plan is comprehensive in that it links the different geographic and functional components of a Town to each other in such a way that the community’s goals and objectives can be achieved, issues resolved, and opportunities for improved quality of life realized.
The Master Plan is a document that sets the framework for the physical development of the Town over a 20-year period. The plan includes sections devoted to land use, parks, trails, open space, roadways, water, wastewater, and economic development. A super-majority vote is required to implement changes to the Master Plan.
The Master Plan is also an important policy tool that sets a vision for the orderly growth and development of the Town and provides the framework for many of Flower Mound’s governing policies, specifically the zoning regulations. The zoning regulations provide the method of implementing the Master Plan by prescribing the use, density, and development standards for each parcel of land.
Flower Mound's first Master Plan was adopted in 1981 and was updated in 1985 and 1994. The current plan was adopted in 2001. The document was prepared between December 1998 and March 2001 by the Town Council, the Master Plan Steering Committee, and Flower Mound's commissions, boards, staff, and residents. The Town of Flower Mound gratefully acknowledges the thousands of citizens who attended and participated in the focus groups, workshops, meetings, and public hearings to express concerns and opinions regarding the Master Plan and the future of the community. Master plans are generally updated every five to seven years; however, Flower Mound's document is continually being revised and reevaluated as changes in the community’s priorities evolve.
