Town Charter
Flower Mound’s Town charter governs the actions of the Town Council and staff, establishes a structure and sets boundaries for that government, and creates the basic guidelines and principles under which the government operates. The Town of Flower Mound Home Rule Charter was adopted in 1981 and amended in 1985, 1989, 2004, and 2007. Charter amendments require voter approval.
