Town Council, Boards,
Commissions, and Committees
Flower Mound's Boards, Commissions, and Committees are comprised of citizen volunteers who advise the Town on current issues and assist the Council in policy development and administration of services. A member or alternate member of a Board or Commission must be a resident of the Town of Flower Mound and a qualified voter at the time of his or her appointment.
A member or alternate member who ceases to reside in the Town during his or her term of office shall immediately forfeit his or her office. Board and commission members serve two-year terms. Committee member terms vary by committee. When a vacancy occurs, the Town Secretary's Office notifies citizens through the Town's Web site and cable channel along with a variety of media outlets. Citizens may receive an application form from the Town Secretary's Office.

The animal services board will serve in an advisory capacity to the town council in matters pertaining to the animal shelter complying with the laws set forth in the Texas Rabies Control Act.
The board shall assist the animal shelter in complying with the requirements of V.T.C.A., Health and Safety Code ch. 823.
The board shall perform such other duties as the town council may prescribe by ordinance or resolution.

Hears and decides appeals where it is alleged there is error in any order, requirement, decision or determination made by an administrative official of the town in the enforcement of subpart B of this Code, pursuant to section 78-84, appeals.
Hears and decides special exceptions to the terms of the Town’s Comprehensive Zoning Ordinance.
Permits variance or modifications of the height, yard, area, coverage, and parking regulations as may be necessary to secure appropriate development of a parcel of land which differs from other parcels in the district by being of such restricted area, shape or slope that it cannot be appropriately developed without such modification.
Decisions by the Board may be presented by the applicant to a court of record for an alternate decision.
Serves as the Town’s Oil and Gas Board of Appeals and meets on the third Wednesday of the month at 6:30 p.m., as needed.

The Corporation is organized exclusively for the purposes of benefiting and accomplishing public purposes of, and to act on behalf of, the Town of Flower Mound, and the specific purposes for which the Corporation is organized, and with Town Council approval, may issue bonds on behalf of the Town and expend the proceeds of any sales and use tax levied for projects authorized by Section 4B of Article 5190.6 of the Texas Revised Civil Statutes, as amended, for land, building, equipment, facilities, and improvements required or suitable for use for public park purposes and events, including parks and park facilities, and the maintenance and operation expenses for any of the above described projects.
Crime Control and Prevention District Board
The Crime Control and Prevention District Board consists of all Town Councilmembers.
Meets during Town Council meetings as needed.
Reviews and adopts the district’s budget and makes changes as needed.

Meets the first Tuesday of the month at 6:30 p.m.
Oversee the Town’s Open Space Plan and its components, facilitating grant and loan applications for open space funding programs, and facilitating relations between landowners and land trusts.
Review and evaluate conservation development projects in relation to the conservation objectives as expressed in the Open Space Plan and advise the Council relative to the appropriateness of the conservation development incentives.
Inform and engage the citizens and landowners of Flower Mound in a continuing public dialogue relative to the importance of open spaces and the techniques and options that exist to protect and preserve same.
Develop and implement appropriate land protection techniques and tools for protecting open, productive agricultural, natural and scenic lands, while creating compatible recreational resources where appropriate.
Formulate an Open Space Public Education Program relative to the importance of open space and the future character and economic health of Flower Mound, and provide educational resources to landowners that identify techniques and options that exist to protect and preserve open space.
Oversee planning of open space symposia relative to conservation development and SMARTGrowth issues, facilitating the educational initiatives of the Town by means of a reputable and well-publicized venue.
Assist with the Town’s public education program relative to the importance of storm water pollution prevention and the future character and health of the Town’s bodies of water, to include reviewing storm water program activities and prioritizing decision packages.
Advise the Town Council and staff in policy matters relative to the Town’s tree preservation, protection, replanting, planting and/or replacement standards and requirements in Article II or Chapter 94 of the Code.
Periodically advise the Town Council and staff relative to recommend revisions and updates to the Town’s protected tree list and approved tree planting list in Article II of Chapter 95 of the Code.
Advise the Town Council and staff relative to the designation of historic and/or specimen trees.
Consider, investigate, make findings, report and recommend upon any special matter or question coming before the board within the scope of its duties and responsibilities or referred to it by the Town Council or Town Manager.
Promote tree care, preservation and planting, and the proper management of urban forests.
Assist in management and preservation of the Town’s tree farm and outdoor learning area.
Assist Town Council and staff in recruitment of volunteers and solicitation of monetary or in-kind contributions to support the Town’s tree preservation, protection, reforestation and urban forest management programs and activities.
Oversee other public education and community involvement programs relative to environmental issues, such as Arbor Day, environmental fairs, outdoor learning centers, water-efficient landscaping, and community tree-planting programs.
Advise the Town Council regarding green building and water conservation programs and associated certification.
Establish a technical resource team to provide a variety of technical resources to landowners regarding conservation. Team members with special needed skills, such as attorneys and tax experts, do not have to be in-house.
Fire Control, Prevention and Emergency Medical Services District Board
The Fire Control, Prevention and Emergency Medical Services District Board consists of all Town Councilmembers.

Advise the staff and town council and staff in policy matters regarding parks and recreation, arts and library: goals, objectives and programs.

Promote parks and recreation, arts and library program participation.
Assist the staff and town council and staff in the recruitment of volunteers.
Advise the town council and staff regarding policies, services and programs provided or sponsored by the Community Services Department. This includes, but is not limited to: parks and recreation programming, senior citizen activities, cultural arts, art in public places, library programs, library collection development and fines, and fees for community services programs and activities.
Advise the town council and staff regarding revenues and expenditures from dedicated funding sources including the special activities fund, park and library development funds and any similar fund created to support the community services department.
Review and make final determination of any request for reconsideration for the removal of library materials.
Promote the benefits of community services' facilities, programs and activities, and when necessary, solicit public volunteer assistance.
Oversee and advise the town council and staff regarding any issues or updates to the recorded history of Flower Mound in the book Sweet Flower Mound Land.

Meets the second and fourth Monday of the month at 6:30 p.m.
Recommends the boundaries of the various zoning districts and appropriate regulations to be enforced therein under the Town’s Comprehensive Zoning Ordinance or the laws of the State of Texas to the Town Council and to recommend approval or denial of zoning changes and regulations under the Town’s Comprehensive Zoning Ordinance.
Hears, recommends, or determines any matter relating to zoning, planning, or subdivision control as they may be specified or required under the Town’s Comprehensive Zoning Ordinance or applicable laws of the State of Texas.
Exercises the duties and powers as may be now or hereafter conferred by the Town’s Comprehensive Zoning Ordinance or applicable laws of the State of Texas.
Serves as the Town’s SMARTGrowth Commission.
The Planning and Zoning Commission consists of seven members and two alternate members who are appointed by the Town Council. The Town Council reviews applications on an annual basis and when openings occur. The SMARTGrowth Commission consists of all Planning and Zoning members plus one representative from the real estate community and one representative from the development community.
Created in February 2000.
Meets on an as needed basis.
Conducts a review of the effectiveness of the SMARTGrowth Program in achieving its stated objectives.
Determines whether compliance with the SMARTGrowth Criteria has been maintained by all development applications and projects previously approved.
Determines whether compliance with the SMARTGrowth Criteria is likely to be maintained in the future, based on short-range (one-to-two years) and mid-range (three-to-five years) forecasts.
Conducts public hearings and meetings as necessary to obtain the requisite public comment and input to perform the powers and duties.
Performs the duties and responsibilities of the capital improvements advisory committee required by Chapter 395 of the Texas Local Government Code pertaining to the assessment and collection of impact fees.
Performs all other powers and duties as may be conferred by the Town Council.

The Tarrant Regional Transportation Coalition (TRTC) has initiated an on-line petition to solicit signatures and comments from the public that communicate concerns with traffic congestion and the urgent need for solutions to mobility challenges in the region. Committees
The Town of Flower Mound creates and appoints various committees as needed to help aid in the decision making process and to make recommendations and provide direction on policy. Whereas the Town’s boards and commissions are established by ordinance and are ongoing, committees are generally finite in length and are created to engage in a specified issue.
Comprised of nine members, including the Planning and Zoning Commissioners

Reviews streets, water, and wastewater plans, projects and collected impact fees
Economic Development Advisory Committee
Meets as needed and appointments are made annually.
The group is charged with updating the Economic Development Plan as part of the Master Plan 2007 Update. The group also reviews and makes recommendations regarding the economic development incentive policy.
